Air - Carbon Monoxide Redesignation Request


MONTANA DEPARTMENT OF ENVIRONMENTAL QUALITY
NOTICE OF PUBLIC HEARING

  1. On April 22, 2005 at 10:00 a.m., or as soon thereafter as can be heard, the Department of Environmental Quality (Department) shall hold a public hearing in Room 111 of the Metcalf Building, 1520 E. 6th Avenue, Helena, Montana, to take public comment regarding the Governor’s proposed submission of the Missoula Carbon Monoxide (CO) Maintenance Plan into the Montana State Implementation Plan (SIP) and request for redesignation.
  2. EPA designated Missoula as a CO non-attainment area in 1978 due to violations of the 8-hour CO NAAQS. The violations were attributed primarily to motor vehicles and secondarily to woodstoves and other combustion sources. CO emissions have decreased in Missoula and the CO NAAQS has been maintained for many years. The control measures that reduced CO emissions and which are part of the required Maintenance Plan include: stationary source permitting, outdoor burning regulations, solid fuel burning device restrictions and the oxygenated fuels program. Intersection changes and improved federal emission standards for automobiles also contributed to these reductions. The Maintenance Plan establishes a CO budget for transportation conformity purposes as required by the Clean Air Act.
  3. The Missoula City-County Air Pollution Control Board held a public hearing on the Missoula CO Maintenance Plan on November 18, 2004. The Missoula CO Maintenance Plan received final approval March 7, 2005.
  4. No changes to local air regulations were made because Missoula City-County Health Department demonstrated that, even with projected growth, Missoula will continue to maintain CO standards through the year 2020.

  7. The State of Montana makes reasonable accommodations for any known disability that may interfere with a person’s ability to participate in state government proceedings.
