City of Missoula Entitlement Programs (updated 7/25/14)

The City of Missoula is an Entitlement Community for the Community Development Block Grant (CDBG) program and a Participating Jurisdiction for the Home Investment Partnerships (HOME) program. These grant programs, funded by the U.S. Department of Housing and Urban Development (HUD), provide annual grants to the City to use for housing, economic development, public facilities and infrastructure, and public services primarily to assist low and moderate income persons. Community needs and the proposed activities to meet those needs for CDBG and HOME are outlined in a five-year Consolidated Plan and an annual Action Plan.

Community Development Block Grant (CDBG)

Program Information

Each year the City of Missoula conducts a competitive application process to award approximately $500,000 available for housing and community development projects designed to assist low-income residents. The money is provided to the City by the US Department of Housing and Urban Development (HUD) through the Community Development Block Grant (CDBG) program. The City solicits applications each fall from individuals and community groups who can address federal objectives which include expanding the supply of housing affordable to low-income families and individuals, offering other types of assistance to low- and moderate-income persons, eliminating slums and blight, or meeting urgent community development needs. Missoula’s specific objectives for its CDBG allocations can be found in the Missoula Consolidated Plan, adopted by City Council in June, 2014. Copies of the plan may be requested by emailing grants@co.missoula.mt.us.

Program Year 2014 CDBG Funds

Funds for program year 2014 have been awarded.  The process for program year 2015 will soon start so check back for more information.  Check the Calendar to find out when the process and application deadlines will happen.

Home Investment Partnerships (HOME) Program

Program Year 2014 HOME Funds

The City of Missoula has been awarded just under $359,000 from the U.S. Department of Housing and Urban Development (HUD) through its HOME program for housing projects designed to assist low- and moderate-income (LMI) residents. Funds for Program Year 2014 have been awarded. The money may be used to expand the supply of rental housing affordable to LMI families and individuals, provide down payment and closing cost assistance for new homebuyers, and provide subsidies and deposits for renters. The City reserves 10% of the available funds to undertake activities that promote fair and affordable housing and to manage the programs.

The process to apply for Program Year 2015 HOME funds will begin in January 2015.  Check the Calendar for process and application deadlines.
