Consolidated Plan

The City of Missoula's Consolidated Plan describes current economic conditions in Missoula, explains the City's objectives and goals in housing, economic development, public facilities and public service, and discusses actions in those areas that have taken place and are planned during a five year period.   Activities will assist low- and moderate-income residents by developing housing, building infrastructure, envcouraging economic development and providing direct basic services to those who need them.

The Consolidated Plan guides the City's housing and community development activities funded by the U.S. Department of Housing and Urban Development (HUD). 

City of Missoula 2014-2018 Consolidated Plan

The City of Missoula's 2014-2018 Consolidated Plan has been approved by City Council and is awaiting review and approval by the U.S. Department of Housing and Urban Development (HUD).  The pla covers Federal Fiscal Years 2014 - 2018 and includes nine strategic goals for HUD spending in Missoula.  The draft Plan is available at the GCP office (located at 223 W. Alder) or by clicking on the link above.  Persons wishing to receive a copy of the draft Plan in an alternative format should contact grants@co.missoula.mt.us .

Annual Action Plan

Reaching Home: Missoula's 10-Year Plan to End Homelessness, 2012-2022

This plan was adopted by both the City Council and the Board of County Commissioners.  The 10-Year Plan is housed on the United Way website.

Consolidated Annual Performance and Evaluation Report (CAPER)

The CAPER describes activities undertaken by the City as a Community Development Block Grant (CDBG) and Home Investment Partnership Program (HOME) entitlement grantee.

Analysis of Impediments to Affordable Housing Choice

This study (the "AI") was completed as part of the planning process for cities that receive entitlement funds from the U.S. Department of Housing and Urban Development (HUD).  The Department of Grants and Community Programs administers those funds.  The AI includes a review of the City's laws, regulations and administrative policies, procedures, and practices; an assessment of how those laws, etc. affect fair housing choise for all protected classes, and an assessment of the availability, accessible housing.  For more information, contact Melissa Gordon at (406) 258-4980 or email at mgordon@co.missoula.mt.us
