Commissioners adopt final resolutions

The Resolution to Adopt the North Lolo Growth Policy Amendment was adopted by the Board of County Commissioners on May 18th. Additionally, the 30-day protest period for the North Lolo Rural Special Zoning District expired on May 15, 2010.  Board of County Commissioners considered the North Lolo Rural Special Zoning District at their regularly scheduled public meeting on Wednesday, May 26, 2010 at 1:30 p.m. in room 201 of the Courthouse Annex and adopted a Resolution to Adopt the North Lolo Rural Special Zoning District

Commissioners adopt Resolution of Intent

The Board of County Commissioners held a public hearing on April 7, 2010, to consider the North Lolo Growth Policy Amendment and Rural Special Zoning District. After taking public testimony and considering the recommendations of the Missoula Consolidated Planning Board, the Commissioners adopted Resolutions of Intent to Adopt the growth policy amendment and the zoning district, subject to revisions. Planning Board Recommendations for North Lolo Proposal:

The Missoula Consolidated Planning Board completed its review of the North Lolo Growth Policy Amendment and North Lolo Rural Special Zoning District on March 23rd, 2010. They forwarded their recommendations that include revised documents and maps to the Board of County Commissioners for their review and consideration at a public hearing on April 7th, 2010.

Attendance at the public hearings and submission of comments are welcomed and encouraged. Comments may be directed to Missoula County Rural Initiatives at 200 W. Comments should be based on the Review Criteria for North Lolo Growth Policy Amendment and Rural Special Zoning District, which are the criteria that will be considered by the Board of County Commissioners.

Staff Report to Planning Board

Due to concerns about potential adverse impacts of a proposed gravel mining operation in their neighborhood, the Board of County Commissioners adopted interim zoning for the North Lolo area in May of 2008. This zoning is due to expire on May 30, 2010. The Missoula County Rural Initiatives Office has been working with landowners in the North Lolo area on a proposal to replace the current interim zoning and submitted the proposal to the Planning Board for a public hearing (Click here to view the Notice of Public Hearing).

Map O shows the North Lolo area, which is the only area under consideration for this proposal.

This proposal that was submitted to the Planning Board includes both a growth policy amendment to the 2002 Lolo Regional Plan and a zoning proposal for a rural special zoning district. This proposal is a modification of Alternative 2 that was discussed in recent meetings in January and February.

The growth policy amendment proposes changes in land use designations to reflect historical uses and increases in residential densities for some properties in this area. The North Lolo Rural Special Zoning District calls for a mix of residential and mixed use zoning classifications to implement the land use designations called for in the growth policy amendment. At the request of property owners in this area, the zoning restrictions have been limited to some basic standards particularly for land use and densities.

Past Meetings


Rural Initiatives staff hosted several public meetings to discuss alternatives specifically for the North Lolo area. The meetings included a short presentation followed by informal time for interested citizens to review materials and ask questions of Rural Initiatives’ staff. All three meetings were held at the Lolo Community Center.
