Urban Initiatives - Target Range Neighborhood Plan


Orchard Homes and Target Range Neighborhood Plan (Updated 07/22/10)

In 2007, Orchard Homes and Target Range residents approached the Office of Planning and Grants to request assistance to create a neighborhood plan.  Each group intends to create plans that reflect each neighborhood’s distinct qualities and recognizes the similarities between each neighborhood.  

The Orchard Homes and Target Range Neighborhood Plans will recommend strategies and policies for future development and preservation in the area for twenty years or longer.  Each Neighborhood Plan could create strategies to implement Missoula County Growth policy goals to guide, protect, or enhance natural resources, historic and cultural resources, development patterns, land use, housing, or local services.

Current Activities

Both planning groups intend to complete draft neighborhood plans for residents to review.  Recent activities include:

Steering Committee/Working Group Meetings

In March 2009, the Orchard Homes and Target Range planning groups met to discuss each neighborhood's Steering Committees and Working Groups.  The Steering Committees will provide direction and input to participants throughout the planning process.  The Working Groups will focus on subject areas that the planning groups want to include in neighborhood plan.  Committee and Work Group information can be viewed here Committee meeting and Public Open House event dates from 2008-2010 can be viewed here.

Interested residents are invited to join a Steering Committee and/or Working Group.  Please attend a Neighborhood Planning meeting for additional information.

February Neighborhood Kick-Off Meetings

In February 2009, each neighborhood held separate meetings to introduce the planning process and invite interested residents to participate in the creation of the neighborhood plan.  At each meeting; speakers discussed the planning process, project area, project timeline, and proposed plan outline and committee structures.

The planning groups have collected data from city and county agencies to determine how agriculture, recreation, open space, zoning and the natural environment impacts or is affected by growth and development in the area.
